The Netherlands has a government that may be a little heavy handed, a regulator that knows this, and a monopolistic operator that’s trying to do its best for the customer. The industry is an active participant in trying to erradicate the growing illegal market. This week, state-lottery operator Nederlandse Loterij took action against the offshore operator behind the brand Skyhills, ordering them to cease serving Dutch players.

“Skyhills uses devious advertising, including on TikTok, explicitly targeting Dutch players, especially young people. Players there gamble without any safeguards and face all associated risks,” he said.
“This is unacceptable. It is encouraging to see Skyhills go offline immediately after our initial action.”
Skyhills is the third illegal operator targeted by Nederlandse Loterij, with prior legal action taken against Lalabet and Qbet.

Although three-quarters of respondents rated their VIP data as good or very good, 71% reported data spread across multiple systems. Half admitted sometimes making decisions with incomplete or outdated information.
“Silent churn” was prevalent, with nearly half (46%) stating that VIP players often or very often became inactive without prior warning. Around 48% had no indicators of players’ behavioural signals or health. Co-author Viktoriia Grygorenko, CEO at The Playa, called this finding the “clearest commercial case in the report”.
“Every other finding – portfolio overload, fragmented data, reactive workflow, no behavioural signal – resolves here, in revenue that walks out without notice, without warning and without anyone getting the chance to intervene.”
